| Congressional
earmarks, which are federal funds designated by Congress for particular
projects, have been controversial for years. |
|
| Some
projects are regarded as economic assistance to a home district. Sometimes,
earmarks are seen as favors given to campaign contributors. |
|
| Often, it
is argued that Congress members use earmarks to circumvent government
agencies' standards that would measure a project's worthiness. |
|
| Fiscal
year 2008 was the first time that appropriations bills were required to list
all the earmarks contained in them. |
|
