Who brought home the most bacon?
Congressional earmarks, which are federal funds designated by Congress for particular projects, have been controversial for years. 
Some projects are regarded as economic assistance to a home district. Sometimes, earmarks are seen as favors given to campaign contributors.
Often, it is argued that Congress members use earmarks to circumvent government agencies' standards that would measure a project's worthiness.
Fiscal year 2008 was the first time that appropriations bills were required to list all the earmarks contained in them. 
Here is a summary of Virginia Congress members' earmarks, with a special focus Reps. Bob Goodlatte and Virgil Goode, who represent the Lynchburg region.
